Sorry - I see the urban forest is addressed further down in the document. I am surprised and disappointed to see that the environment section of the Comp Plan has nothing about preserving and enhancing the urban canopy and following our Tree City policies. There is plenty of data on how an urban canopy affects the physical and mental health of residents and how Black neighborhoods tend to have less of a canopy. The urban canopy should be addressed in this plan. Also, with the recent creation of a Climate Officer position in the city, the Comp Plan should include verbiage that connects that position to neighborhood planning. This is REALLY important for the intent of this lasting document.

Stormwater engineering seems like a technical issue that would not be served well by additional community workshops. These workshops could provide a small number of people the opportunity to block the development of needed affordable housing under the pretext of environmental issues.

This is good however without the proper hiring of staff management of these newly acquired nature preserves will be inadequate. This will prevent them from utilizing their full conservational value. As we know Floridas ecosystems are based on Fire ecology.

Whenever a target date is set we must add realistic benchmarks (say, every 2 or 3 years) on the path to that target. Then, if any benchmarks is not met there has to be adjustments made so that the target date is met.

Environmental Justice must apply to more than diverse human groups, but also to the organisms and their environment. Thus EJ requires maintaining unpolluted aquifers and atmosphere.

Add measures of access to nature parks and areas, sand their quality (e.g. educational elements so that the neighborhoods gain knowledge of the importance of the natural, healthy environment to everyone, including people).

Need to add measures of quality of the natural areas including inventories of the flora and fauna, biodiversity indices, etc. Certain species will act as indirect measures of the healthiness of the adjacent human community.

The statement in bold is more bold than the explanation supports. Is this attainable? We need to manage expectations. If this is more of a feasibility/planning exercise than an implementation/action plan we need to be transparent and clear. This will help build trust and manage expectations internally and with the community.

this is good however if you want to pursue energy infrastructure development it must be equitable and not follow the same route as the archer solar power facility. If the development of solar and green energy happens and it impacts neighbors then there needs to be an incentive to those neighbors.

Suggestion
All new development should pay and include flood mitigation soil contamination mitigation, green energy infacstructure tree canopy and landscape conservation with strictly native plants community gathering green spaces and community gardens.

Question
Hopefully, your targets will be those people in low income neighborhoods who have the least resources and energy to accomplish the changes so badly needed- they pay the most for everything due to poor housing, older high energy appliances, etc. What incentives can you offer them to learn more about it? and how can it be turned into a neighborhood effort that involves social interaction for more success?

This has happened as of Oct 2021. You should note it has begun in this document so the progress and data can be collected over time to see how successful it has been.
